The roster

One row per seat the state has certified someone into. Four members on the current roster are in no row below, because no canvass settles a seat for them. A roster is a list of people, and a seat nobody has been certified into is not a row here — the seats the roster cannot settle are in section 03, with the reason.

“Last elected to this seat” means

The date of the certified election that put them in THIS seat, not the date they entered politics. A representative who moved to the Senate shows the Senate date here and the full history on their record page. It is not “in office since”: a member appointed mid-term took the seat before the date shown, and the record we hold does not carry that day.

“Party” means

For legislators, the party letter on the Legislature’s own roster; for the statewide executives below, the preference filed with the Secretary of State for their last election. Each is a filing, not an affiliation we assessed, and together they are the only party fact on this site.

“Special election” means

The certifying election fell in an odd-numbered year. Washington fills a mid-term vacancy by appointment and confirms the seat at the next odd-year special, so a special is the one appointment fact the certified record carries. It is an inference about how the seat was first filled, printed as one.

Nine offices elected by the whole state

Washington elects nine executives statewide, which is more than most states and is why the ballot is long. They get their own section rather than rows in the roster, because the office is the durable thing here — the office exists whoever holds it, and readers arrive looking for the office.

Seats filled by special election, and the seats the roster cannot settle

A legislator who resigns mid-term is replaced by county councillors, from a list of three the party gives them. It is in the constitution, it is not a scandal, and it is how a share of every chamber arrived. A directory that only listed election winners would quietly misdescribe the chamber — so this section names what the certified record shows about it, and what it does not.

What an appointment looks like as a record

Three documents, in order: the resignation letter, the party’s list of three names, the council minutes recording the vote. All three are public. None is in the record this site holds yet, for any member — so “arrived by appointment” is not a column here, and no one is described as appointed on the strength of a date pattern alone.

What the last column is not. “Faced an opponent” is a fact about one ballot, not a verdict. An appointee who then won a contested election has a mandate; one who stood unopposed has a seat. Both facts are in the column and we draw the line between them nowhere — that inference is the reader’s, and the uncontested races report is where the pattern is argued, in our own voice, off the record pages.

The Legislature’s current roster names these members, and no certified election — general or special — settles a seat for them. Where a district lists three House names for two seats, this is why. The likeliest reading is an appointment whose confirming special election is still ahead; it is a reading, not a filing, and each record page carries the same sentence.

Four columns this directory will never have

Every request for this page has been a request for a scorecard. A scorecard is the easiest thing here to build and the hardest to defend, so here is what we would have had to claim. The votes themselves are all here, one row per roll call, on every bill and every record page. What we refuse is the arithmetic that turns them into a number about a person.

Effectiveness.

Bills passed over bills sponsored. It rewards sponsoring easy bills and punishes carrying a hard one for six years. A legislator who kills a bad bill scores zero.

Attendance.

Floor votes missed. The roll call does not record why, and the reasons are chemotherapy, a funeral, a second job, and skipping a vote to avoid it — four different things that would print as one percentage.

Party loyalty.

Votes with the caucus, as a percentage. Most bills in Olympia pass with near-unanimous majorities, so the figure is dominated by unanimous votes and moves mainly with how much routine business a member happened to be present for. It measures the calendar.

A rating from us.

We are a political movement with candidates and positions. An A–F grade on a record page would make every other fact on that page read as advocacy. Our positions are published, argued and signed, at /positions/ — never as a letter in a table.

How this index is built

Every figure above is read from a primary source and rebuilt on a schedule. Nothing here is modelled or inferred; where a source is silent the page says so rather than filling the gap.

01 Population

everyone holding a state legislative seat or a statewide elected executive office, as the certified record stands. Not candidates, not former members, not staff.

02 Identity

the Legislature’s member id for legislators and the Secretary of State’s certified winner for the executives — never the name. Two members sharing a name are two pages.

03 The seat, not the person, is the spine

each row is a person joined to a seat by the entity graph’s HOLDS_SEAT edge, on a printed key. When someone resigns, the seat keeps its record and the person keeps theirs. That is why an unsettled seat can be described at all.

04 Default order

alphabetical by surname. District order is one click away and is what most readers want; it is not the default because the default should not assume a reader is looking for their own legislator rather than a particular person.

05 No photographs

official portraits are supplied by the caucus that took them and are chosen to flatter. A roster of faces also invites the reader to sort people by how they look. Names link to records instead.

06 Who is missing

the Supreme Court justices and the appellate bench, elected statewide and not yet in this directory; the PDC commissioners and agency directors, who are appointed; and every county, city and district office, which is a different filing system — those are in the complete index at /official/.
